Medical Colleges and SOCIALISM!

The grasshopper whistled and frittered away its time talking of banning English as a medium of instruction but always relied on the rains which fell from the heavenly parliament- as they had more numbers in the parliament and whenever there was a crisis in numbers, they stepped in irrespective of their avowed creed and bailed out the incumbent government, if the dole was right! But the ant had no such godfathers! It had to slog and slog.

The winters are coming. The sins of the fathers are being visited upon the children. I don’t like it- but somewhere some balancing out has to take place. One can not advocate illiteracy and glorify poverty. The poor are to be ‘supported’- but not at the cost of more diligent neighbours.

So there has been a helluva lotta cry about not making NEET(NATIONAL ELIGIBILITY cum ENTRANCE TEST) the mode for admissions into all the medical colleges in India. The Supreme Court of India has struck down the admission mode through NEET only as prescribed by Union Government (btw the Constitution of India recognizes only 2 Governments viz UNION and STATES, there is nothing called Central and Peripheral!) The reason cited by the Supreme Court being that the MCI Act 1956 is NOT empowered under the MCI Act to compel the mode of admissions to the Medical Colleges in India. As simple as that!

There are the grasshopper states in India and the ant states in India. I have seen my brethren from both states and have seen them slog it out as well as while away their time in hookahs, beedis and vain talk! Admission time is the winter time for aspirants of medical seats! The grasshopper states have fewer medical colleges and the aspirants from those states will have to either shell out huge sums and get admitted in their HOME STATES  or pay even huger sums and study in states like Karnataka, Maharashtra, Tamil Nadu, Andhra Pradesh, Gujarat or Kerala (which have 70% of Medical seats in India)!

My question is IF ENGLISH SHOULD BE BANNED, WHY SHOULD THERE BE ASPIRANTS FOR ALLOPATHIC INSTITUTIONS FROM THOSE STATES WHICH ARE VEHEMENTLY OPPOSING ENGLISH AS THE MEDIUM OF INSTRUCTION? Why are the people of those states putting up with such leaders who are taking them up the garden path? One of those leaders had got his son admitted in an Engineering college in Karnataka and he then went to Australia to complete his PG and the boy so educated  is presiding over a state which delivers  bulk of the parliamentarians to make laws relating to the UNION and some of the CONCURRENT lists. But his father wants ENGLISH eliminated for his constituents!

Now, they want their children to go to other states, not merely as students from other states but with a RIGHT! That DIVINE RIGHT which would bestow seats to them in the name of EQUAL OPPORTUNITY and Socialism!

These Medical Institutions have a history and they did not spring up overnight. Some of them are minority institutions which have been built by those linguistic and religious minorities for EDUCATING themselves. These minority institutions have the sanctity of the highest law- THE CONSTITUTION OF INDIA. These were not “gifted” by the munificence of some feudal lord, but built by some visionary of that minority or someone interested in the upliftment of the minority. One cannot use laws which do not empower the MCI to be made a tool in the hands of the politicians who pander to the vote-casting electorate, to give away these hard-earned assets of certain states and certain communities in the name of altruistic Socialism or Equality. DON’T ROB PETER, IF YOU WANT TO PAY PAUL YOU BLOODY WELL EARN AND PAY PAUL!

MCI is not exactly run by angels that once they are allowed to step in all the grasshopper states would get an equal opportunity! All one needs to do is Google the corruption scandals in MCI and the litany of such news tumble and show that indeed angels do not run the MCI.

A word of gratuitous advice to those GRASSHOPPER STATES- land revenue and intoxicants are entirely within the state list and a state like TAMIL NADU has exploited it to the hilt by ensuring that the revenue out of LIQUOR does not go out of the state of Tamil Nadu and last heard, collects Rs. 40,000 CRORE out of its TASMAC  operations. A state can live well only if its revenues are shored up and wisely spent for building INFRASTRUCTURE for the future generations to build upon. EDUCATION IS THE GREATEST OF ALL INFRASTRUCTURE. Otherwise, one can whistle away one’s life in wanting to force ANT states to learn Hindi, don’t learn English etc. etc.

I am reminded of the poem A PSALM OF LIFE by H.W Longfellow:

Let us, then, be up and doing.
With a heart for any fate;
Still achieving, still pursuing,
Learn to labor and to wait.

So the grasshopper states should learn to labour and to wait! The reward of our labour never ever comes IMMEDIATELY.


Before reading this blog it is imperative to go through my blog dated 29/04/2011 to fully appreciate my point of view. The link is given below:

When i wrote my blog mentioned above, i had access to the post poll analysis conducted by THE HEADLINES TODAY! Which CATEGORICALLY stated that the DMK had caught up with the AIADMK. “There are three kinds of lies: lies, damned lies, and statistics.” That was the perceptive Benjamin Disraeli! How true, i had given my reasons as to why the predictions by HEADLINES TODAY would never come to pass.

There were at least a dozen of my friends who had asked me why I had to take sides where i COULD go wrong. My answer was simple: i wasn’t taking sides, in fact i couldn’t be bothered as to who ruled Thamizh Nadu, as i as an individual have to still give Rs 50/- to get my community certificate or get a certified copy of any public document from the registrar’s office. So things are not going to change for me, yet as an INDIVIDUAL empowered by the CONSTITUTION OF INDIA, i am at LIBERTY to express my opinion on another opinion. Only thing was that HEADLINES TODAY had bolstered their prejudiced/ half baked wishfulness through the instrument of STATISTICS.

I merely said that their interpretations were wrong for reasons enumerated in my earlier blog.

By hindsight, i stand VINDICATED. There was not merely a WAVE but a TSUNAMI.

Look at the figures 201/234 in Thamizh Nadu. 225/294 in West Bengal. If we work out the percentages AIADMK and its allies have taken 85.897% of the Assembly seats and in Bengal ( i hate the tag “WEST” in  BENGAL as the state is geographically located in the Eastern part of India and it is time we as self-respecting Indians call it Bengal- like PEPSU states became just PUNJAB and not EAST PUNJAB!) TMC and their allies have taken 76.53% seats in the Bengal assembly.  So the point is , what happened in Bengal is a WAVE and what happened in THAMIZH NADU is TSUNAMI!

Secondly, when you put a Thamizhan under a microscope, do not rule out the possibility that he is scrutinizing the OBSERVER through the very same lens through which the observer is observing! A Thamizhan knows the paid young boys and girls sent with a questionnaire to quiz his preferences and how the data thus collected is freely given to anyone willing to pay for it. More than anything else a THAMIZHAN is more apt to give you an answer you EXPECT him to give- not necessarily the TRUTH, all because he knows that TRUTH could be verified but OPINIONS are beyond another person’s verifiability. A Thamizhan is no idiot to give his answers for you to build up your credibility and bank balance! He knows why exactly you ask him those convoluted questions in repeatedly after asking some inane questions.

You may call it ORG, MARG, FARG, TARG for all he cares, yet he is not going to give his opinion unless he believes you and you give him an assurance that you VALUE his opinion. That is why the OPINIONSTERS miserably fail in Thamizh Nadu. Good luck to them in future.

The MEDIA seems to be angry that it has not been able to get the scale of the win right. However CNN-IBN  and one more TV channel predicted the win of Jayalalitha. They were closer to the TRUTH. Simply put, their interviewers built a rapport with the interviewee to get that far.

The winner in Thamizh Nadu is THE ELECTION COMMISSION of INDIA. The way they curbed the flow of cash, contained booth capturing and other activities deleterious to DEMOCRACY is truly commendable. If hooligans and hoodlums are allowed to control the election process,  DEMOCRACY dwindles to FEUDALISM. The bold decision to replace the DGP of Thamizh Nadu during elections not only showed who was in CONTROL but also sent a strong message to all and sundry about  the goings on in the state.

The meaning of SECRET BALLOT is fully fulfilled only in the state of THAMIZH NADU. The THAMIZH people have shown again that there is no need to show their hand to these marketing agencies which peddle the details collected as statistical “truths”!



With the general elections for the Parliament round the corner, the mask of  “NATIONALISM” has given way to REGIONALISM. The Indian Nationalism was gradually crystallized in the concept of  FREEDOM FROM FOREIGN RULE. The only person who propelled this concept through his political actions was MAHATMA GANDHI. The Mahatma did not unite the present India alone, he united the present day India, Pakistan and Bangladesh and galvanized it into a unit that threatened the might of the Imperial British through the tool of CIVIL DISOBEDIENCE astutely mixing it with Non-Violence. This had engendered a sense of Nationalism- a human emotion he stirred in the hearts of the INDIANS with the hope that we do not have to be under foreign rule, but can and should govern ourselves. All the territories  and peoples within the said larger India became a SINGLE UNIT.

But with this year’s RAILWAY BUDGET, Shri Lalu Prasad Yadav had asserted that REGIONALISM WAS THE FUTURE OF THE NATION.

What is surprising was that Shri. Lalu Prasad, who belongs to the state of Bihar and the erstwhile Jharkhand never had thought so earlier. He would even go to the extent of saying OVER MY DEAD BODY, if the formerly united state of Bihar were to be bifurcated! But after the truncation of Bihar he had reconciled to the status of Bihar being reduced to the parliamentary might of a state like Tamil Nadu. Bihar has 40 Lok Sabha seats and Tamil Nadu has 39, but Tamil Nadu has more Members of Parliament if one includes the Rajya Sabha seats.

What the states like Tamil Nadu, Maharashtra have stood for was not REGIONALISM but FEDERALISM. These two states did not build up parliamentary might thru aligning with other states on grounds of REGION, ETHINICITY, CASTE spread beyond its state geographical territories. These Presidencies were split up acceding to the aspirations of various LINGUISTIC and Cultural identities (like Gujrat, Andhra Pradesh…). But the statement of Lalu Yadav is the last desperate howl of the politician who has seen the rise of FEDERALISM over parochial REGIONALISM.

Earlier the Regionalism was not so obvious as the states of UP, Bihar, MP, Rajasthan were all under the kitty of one political party. No more. The people have been made aware of many hushed lies that were propagated to keep them tied to just one party. The State identities are yet to take shape under the umbrella of a legitimate IDEOLOGY/ASPIRATION of the state. In these states the unity is still based on caste identities with no Ideological Vanguard. It is the Ideology that legitimizes the aspirations of any party vis a vis the Constitution. Not a mere aspiration of promotion of a particular caste or religion.


FEDERALISM is based on the STRUCTURE sanctified by the CONSTITUTION, whereas REGIONALISM is nothing but the ganging up of some states on certain parochial grounds such as caste, linguistic fraternity and fear of losing the dole received thru GOVERNMENTAL spending!!

The no of lok sabha seats are frozen as per the 1971 census, so that the states that have faithfully implemented family planning are not adversely affected. But when it comes to the allocation of the Central Revenues, it could be seen that the percentage of allocation is more or less approximating the percentage of population as it exists as per the latest census. Thereby in the name of SOCIALISM, the more populous states get more of the Governmental funds. These states live off the REVENUES of the states that are showing greater output plus tax compliant. The populous states are more on the Expenditure side than the Revenue side of the National Revenues. It is this privilege that some of the REGIONAL SATRAPS do not want to lose. The productive states are galloping ahead in Education, manufacturing, trade, commerce, infrastructure building, efficient tax collection etc. and the only way to counter is to build up the concept of REGIONALISM and grab more in the name of EQUITABLE DISTRIBUTION!!!

I hope each state builds its own  state-wise priorities and fuel the growth on the directions possible.
