During my posting at Delhi, there was this person who told me that i was a MIGRANT worker. Unabashedly i told him that i was and i take great pride in that because in the Indian context there was NO such thing as an INDIAN MIGRANT within the country AND THEREFORE I pitied his IGNORANCE.
Since he belonged to the state of Punjab he had come to believe that Delhi was a part of the erstwhile province of Punjab and thereby had a RIGHT to be in Delhi as a person within the state of Delhi. I told him that since the time Delhi was made the capital of India, every Indian had an equal right to be in Delhi.
New Delhi is the capital of India and the seat of the Central government of India. My final appeal in a court of Justice rests at Delhi, my MERCY PETITION (God forbid such a plight!) rests at Delhi, my central taxes are credited to the consolidated fund of India at Delhi, my state’s allocation of the central taxes is determined at Delhi, my List 1 legislators (of the VII schedule to the Constitution of India) legislate at Delhi and more than anything else, MY CONSTITUTION OF INDIA confers on me an indefeasible right vide Article 19 (1) (d), (e) & (g) TO MOVE FREELY ANYWHERE IN INDIA, TO RESIDE ANYWHERE IN INDIA AND TO PURSUE ANY TRADE, PROFESSION OR BUSINESS ANYWHERE IN INDIA. Besides Article 19 there are supporting provisions for non-discrimination based on place of birth and place of residence in Articles 15 and 16.
It is only the UTTERLY IGNORANT who call another Indian a MIGRANT WORKER.
There might be certain restrictions based on an intelligible differential, but by and large EVERY INDIAN has a RIGHT to be ANYWHERE in India. This is something which should be taught in the schools at a very early stage. Otherwise we as Indians are likely to turn parochial and un-integrated as a NATION.
INSTEAD OF TEACHING OUR KIDS THE CONSTITUTIONAL PROVISIONS OF INDIA, WE ARE GIVING THEM A FEELING OF SOLIDARITY BASED ON REGIONALISM. THIS TREND SHOULD BE STEMMED ………LONG LIVE INDIA AND ITS CONSTITUTION (if possible restore Article 31 and re-amend all the amended provisions under the 42nd Amendment Act).
